Service Policy

This policy governs borrowing and using library materials. By applying for a library card, the patron agrees to abide by all library policies and procedures.

Obtaining and Using a Library Card

A current picture ID with address must be presented to obtain a NEXT card. Examples of acceptable forms of identification include a Driver’s License, Student ID, and a State or Federal issued ID card.

Residents of the area included within the Northeast Kansas Library System (NEKLS) and the surrounding area may obtain a NEXT card.

Patrons under the age of 16 must have their card linked to a parent’s, grandparent’s, or guardian’s account.

A valid library card or other acceptable form of identification must be presented to borrow materials.

Lost library cards must be reported to the library to block the account. Patrons are responsible for all items on an account until it is reported lost.

Item Limits

8 DVDs per account

2 Video Games per account

All other items are unlimited

Loan Periods

  • DVDs and video games circulate for 7 days.
  • Up to 2 renewals allowed, unless another patron has placed a hold on the item.
  • All other materials circulate for 21 days.
  • Up to 2 renewals allowed unless another patron has placed a hold on the item.
  • Reference materials do not circulate.
  • Holds may be placed on any circulating materials.

Fees

Replacement cost for lost, damaged, or non-returned materials is the list price

Replacement cost for lost card $1.00. The first lost card will be replaced for free.

A patron’s borrowing privileges will be suspended for the following:

  1. An item is overdue for 35 days.
  2. The patron’s account has been charged a replacement fee of over $10 for an item that has been lost or damaged.
  3. The guarantor’s account will be blocked if the total of fees on their guarantees is over $10.

Long Overdue / Lost Items

Any item overdue for 45 days will be considered lost and the patron will be charged replacement cost. Items must be paid for, replacement copies are not accepted in lieu of payment.

No refunds will be given once payment has been made.

Return of materials, or payment for lost materials and fees will result in the restoration of borrowing privileges.

Library items belong to everyone. When items are not returned, the rest of us are denied the opportunity to use them.

“Depriving the owner of the possession” of “a book or other material borrowed from a library” is considered a misdemeanor under K.S.A. 21-3702 (b).
